Agenda 2063: What is Entailed in Africa We Want

0
Agenda 2063

For a continent that is said to be rising, Africa does not have the influence it needs in the global scale. It is still not part of some of the influential organisations and bodies needed to chart the way forward for the country.

With this background, the African Union has set up an action plan and vision for the continent in a document called Agenda 2063, the Africa We Want. Set as a way to enable the continent realise her full potential and development, the document comes with seven aspirations that need to be achieved by 2063.

One of the aspirations is “Africa as a strong united and influential global player and partner.” Under this, the AU will advocate for the reform of the United Nation with special reference to the UN Security Council on which Africa does not have a permanent seat. It believes that through inclusion in such bodies, the continent will not only be a large negotiator in the world but also a major force in politics, security and economy. Consequently, it will be able to finance her own development.

According to the document, there will be a peaceful and secure Africa. The plan is to ensure that guns will be silent by 2020 in a bid to make peace a reality to the people. It plans to end all wars, civil conflicts, human rights violations, humanitarian disasters and gender-based violence.

This comes at a time when violence is still raving some of the African countries. Central African Republic has been in a civil conflict since 2012 when rebels fought the government. In DRC and Burundi, there have been conflicts resulting from opposition to bids by interim presidents to vie for unconstitutional third terms.

Aside from stopping such conflicts, the document will see a creation of the African Human Security Index (AHSI) to monitor progress.

Since the youth makes a large percentage of the population in Africa, the AU plans to engage as many youths as possible as they are a driver of Africa’s Renaissance. The plan is to invest in health, education and access to resources such as technology, capital and opportunity to combat unemployment and underemployment.

Africa Employment Outlook puts the rate of unemployment in Africa at 60 per cent, resulting to many youths being unemployed or underemployed in informal jobs with low productivity and low pay. This leads to increased costs of inadequate employment leading to increased poverty as about 72 per cent of youth in Africa live under USD 2 a day.

Agenda 2063 hopes that by dealing with these issues, the young African men and women will be able to contribute to innovation, entrepreneurship and become a driving force behind the continent’s transformation. This is also tied to ensuring gender parity in all spheres and the empowerment of women. By 2063, women will be able to not only have equal social, economic and political rights but also have access to productive assets such as land and financial services.

In many African countries, women are still not able to enjoy some of the basic human rights. According to UN Women, 35 percent of women experience physical and/or sexual intimate partner and non-partner sexual violence, with most cases going unreported. Girls are still subjected to harmful traditions like early and child marriage and FGM.

Aside from eliminating these harmful practices and violence against women, the document also envisions that women will occupy at least 50 per cent of elected public offices and managerial positions in private and public sector. Additionally, the document seeks to make Africa a continent with institutions that work for the people.

This also includes ensuring that all leadership is transformed at all levels to ensure justice and rule of law are entrenched. The African Union has been silent over leadership in the continent, especially after a number of leaders cling onto power. It was even admonished by President Barack Obama at the AU summit in 2015. This also aims to see a change in the human rights front, ensuring that all citizens are able to get justice. Hopefully, the violence meted out against minority groups, civil rights groups and the press will be eliminated for this aspiration to be achieved.

Other aspirations include the making of the continent a prosperous one based on inclusive growth and sustainable development; a continent with strong cultural identity, common heritage, values and ethics; and a continent where development is people driven, unpleasing the potential of women and youth.

The Artist and His Freedom as Seen in Frank Ocean’s Blond

0

Frank Ocean’s Blond was released this week last year. Here is a review of the album

The world waited for the release of Frank Ocean’s Boys Don’t Cry and when it had almost given up, Ocean decided to reward it with two albums: Endless and Blonde.

In the four years that Ocean was away from the ‘music scene’, we wondered aloud if he had gone the way of Lauryn Hill—bugged down by the expectations of the society, creativity and everything that comes with it. But that changed with the release of the video album, Endless and followed it immediately with Blonde.

Known as an artist that takes time, Ocean did just that with the two albums. In Endless, the video was a black and white live-stream as the instrumental tracks were previewed. He followed with the full songs with vocals.  The process in itself— building blocks and staircase— would seem a boring endeavour by anyone. But to the artist, it is a metaphor. And to the critics, a puzzle that needed to be unravelled.

Step by step, Endless became a story of interacting with the audience. In each song, the artist seem to show the benefits of delayed gratification as seen in Device Control, where Ocean is making a staircase from scratch and in the subsequent songs, we see him as he advances with the staircase process.

Away from the video, the lyric content of Endless is heart-wrenching as it is heart-warming. It is an ode to feelings as Ocean turns one song to the other. We get to hear Ocean as a singer and as a rapper.  But there are moments he sounds better as a rapper, bringing into question our belief in his creativity as we see it. But what we miss out is the aspect of creativity that is Ocean’s process and as evidenced in the video. It seems like he is trying to tell us to let go of things that seem complete when in the real sense they are not. That completeness is not the end goal, instead, we should focus on the process: the motions. It is why he focuses so much on the staircase and does not seem necessarily fazed when it disappears just when he almost gets to the top. Instead, we see him going back to the beginning. Is this a metaphor for waiting or for repetition? Perhaps.

As much as he was underwhelming in Endless, he exonerates himself with such gusto in Blond. He reminds us a bit of the creativity in Channel Orange and draws us into the life of the persons in the song. Unlike the blandness in Endless, Blond is more about growth and identity as a person and as an artist.

Ocean’s delves into the past in Solo (Reprise) where he features Andre and gives a glimpse of the future in Seigfried, where he wished to settle down.

In a way, the albums look like a statement of Ocean’s creativity. That in Endless he can be as boring and as mundane as can be (it is believed he did this album as part of a contractual obligation to his label) and still make it seem like an effortless procedure. The contrast is obvious in Blond, where we get his familiar introvertedness and lyricism.

How Kenyan Women Use Data Differently from Kenyan Men

0

In a country where internet services are quite fast, more Kenyan can now easily access the internet, especially on mobile devices.  Alliance for Affordable Internet (A4AI) carried out a study, Mobile Data Plans In Kenya, Quantifying Women Access to the Digital World, on how women in Kenya use mobile devices in accessing the internet. Here are five highlights of the study.

  • More women use full-cost data compared to men.

Full cost data service means that users pay for all the services accessed on the phone. The study found out that 74 per cent of women use this service as compared to 67 per cent of men. The research also revealed that women are less likely (4.4 per cent) to use service specific data (subsidised access to some services) as compared to men (15 per cent).

Comparison of data service use by men and women

  • Women are more likely to buy smaller data bundles

Considering the socio-economical status of women in Kenya and the wage gap, women usually purchase smaller data bundles. The study found that 35 per cent of women buy 150MB of data. They are also more likely to buy the 350MB and 1024MB of data more frequently.

On the other hand, men are more likely to purchase 1229MBs or more. However, only one per cent buys the largest data bundle at 6144mbs.

It is important to note that factors such as spending power of women, disposable income and ability to buy data bundles play important roles in women’s decision in the amount of data to purchase.

  • More women use the internet for social media and messaging services

The study also reveals that six per cent of women use the internet for messaging services as compared to three per cent of men, and 20 per cent uses social media as compared to 15 per cent of men. However, it baffles that women are the least likely to use service-specific and zero-rated data bundles which offer free or subsidised costs for social media and messaging use.

Comparison of service-specific and zero-rated bundles between men and women in Kenya

The report states that this could be as a result of poor marketing strategies of such service-specific and zero rated services to women. It is important to note that factors such as education, age, weekly spending on data and employment status determine such decisions.

  • Gender dimension of data services need to be explored

From the results of the study, A4AI recommends the exploration of gender dimension of mobile data in Kenya. This would provide an opportunity for stakeholders including mobile operators and government to uncover reasons for the trends in data usage by women. It will also be a chance to come up with solutions including service-specific and zero-rated data services for women.

Namibia Divulges World’s Biggest Jewel Investigation Deliver

Namibia

Old English American’s (AAL.L) jewel unit De Beers on Thursday propelled the world’s biggest precious stone investigation vessel off the shoreline of Namibia as it hopes to keep up high generation levels until 2035.

The 12,000-ton, 113-meter-long SS Nujoma was worked at a cost of $157 million and is named after Sam Nujoma, Namibia’s establishing president.

“I am very, very confident this (vessel) will allow us to continue to extract 1.2 million carats a year,” De Beers CEO Bruce Cleaver told Reuters by telephone.

He said he was “cautiously optimistic” about diamond sales in 2017 and in terms of value there have been “some small positive movements” but it was too early to declare a trend.

Somewhat English American and De Beers depend vigorously on precious stones. Somewhat English American says they are vital to its arrangement of advantages as they tend to hold esteem when mass products fall in cost.

Precious stones are likewise critical to Namibia as they produce 20 percent of its remote fare income. Namibia gets 80 pennies of each Namibian dollar created by Debmarine Namibia, its 50:50 joint wander with De Beers.

Marine precious stones are especially prized. They are for the most part more profitable than land-based stones since lower quality jewels are washed away by waves.

Debmarine Namibia created 1.2 million carats of jewels in 2016, a level De Beers says it can keep up until 2035 when its permit terminates on a 6,000 square km range.

The SS Nujoma is the 6th jewel investigation vessel to join Debmarine Namibia’s armada. It can chase for jewels at more than twofold the speed of its forerunner, De Beers said.

De Beers has a financial plan for land-based investigation of about $35 million to investigate in Canada, Botswana and South Africa.

Uganda’s Gorilla Trekking Permit Price Will Not Increase till 2020

Gorilla Permit in Africa

Many tour operators and tourists have been asking about the possibility of Uganda revising the price of the gorilla permits. However the Uganda Wildlife Authority has confirmed that it it will not increase the price of the gorilla permit. Gorilla tracking permits for Uganda visitors will sell at $600 for the year 2018/2019.

According to Uganda Wildlife Authority (UWA), the fee will not be increased despite the overwhelming demand for gorilla tracking permits since Rwanda revised its gorilla permits. This drastic growth follows Rwanda’s announcement in which it doubled the price of its gorilla trekking permits to US$1500. However according to the communication from UWA, Uganda will not raise it the prices from US$600 for the next two years.

The Uganda Wildlife Authority (UWA) also established that there wont be any more discounted prices apply to gorilla tracking permits for April and May 2018. The standard prices for gorilla permits go as per the following tourist types:

  • Foreign Non-residents = $600
  • Foreign Residents to $500
  • Ugandans – 250000 UGX

Earlier this month, the Rwanda Development Board announced that the price of a permit would rise from US$750 to US$1500 for visitors immediately. Many players have established the move as rebranding Rwanda as a high end tourism destination. This development did not affect the old bookings but will affect all the new bookings.

Watching the endangered mountain gorillas in the Volcanoes National Park is a huge draw to tourists from all over the world. There are only 880 mountain gorillas left in the world. More than half live in the Virunga Mountains, which are shared between the Democratic Republic of Congo, Rwanda and Uganda. The rest of the population live in the Bwindi Impenetrable National Park in South Western Uganda.

Since Rwanda increased its gorilla permits, lots of tourists have seen Uganda as the best destination for gorilla safaris in Africa. Uganda offers exciting gorilla trekking tours in two national parks; Bwindi Impenetrable National Park and Mgahinga Gorilla National Park. Within these two national parks, there is a total of 15 habituated gorilla groups that can be visited by tourists. With each group allowing a maximum of 8 tourists per day, Uganda can handle a maximum of 120 tourists per day looking to gorilla watching in these tropical rain forests.

You can book gorilla permits for Uganda through a local tour operator listed on this website or at the Uganda Wildlife Authority offices at Kamwokya in Kampala.

Standard Bank’s $120M Deal Powers Up Zimbabwe

Stanbic Bank Board

Standard Bank, as mandated Lead Arranger, has finalised a USD120 million debt package with Zimbabwe Power Company (ZPC), for the rehabilitation of existing power infrastructure at Kariba South Hydro Power Station and Hwange Thermal Power Station.

As Lead Arranger for the facility, Standard Bank has partnered The Eastern and Southern African Trade and Development Bank (PTA Bank) to deliver the financing.

The transaction was a continuation of a previous funding arrangement with ZPC, which went towards their contribution into the 300MW expansion at Kariba South Hydro Power Station.

Access to energy remains critical to the future growth potential of sub-Saharan Africa, yet power supply remains extremely limited across large parts of the region. It has been well articulated that inadequate energy supply constrains economic growth and development on the continent.

“This funding will assist in improving access to power for Zimbabwe and Namibia, and in the medium to long term, benefits of improved power supply and reliability will also extend to other Southern African Power Pool (SAPP) members. The proceeds will be applied to significant capital expenditure which will increase capacity and improve efficiency of the power stations,” says Tandiwe Njobe, Regional Head: Investment Banking, at Standard Bank.

“Without reliable access to power, industry and economic growth are negatively impacted,” she says.

While raising finance remains a challenge in sub-Saharan Africa, this deal speaks to Standard Bank’s ongoing commitment to use its on-the-ground presence and expert capabilities across Africa to finance the development of power and infrastructure projects throughout the continent.

Standard Bank’s local presence and its strong relationships with key stakeholders in the region were crucial to ensuring the positive outcome.

“This is a landmark transaction in which we could leverage our sector and technical expertise in both markets, as well as our understanding of the regional power dynamics and local regulatory environments, to deliver value to ZPC and Namibia Power Corporation, (NamPower). To make this transaction work we engaged with four regulatory bodies and key policy makers in four ministries in Namibia and Zimbabwe,” says Ms Njobe.

The facility is cross border, placing reliance for repayment on a long-term Power Purchase Agreement (PPA) between ZPC and NamPower. ZPC has a long track record of delivering power to NamPower. The PPA provides a long term and sustainable cash flow stream to ZPC, enabling the entity to raise further funding for new projects and now for the rehabilitation of existing infrastructure.

Standard Bank has a long-standing relationship with ZPC as their primary banker, and with NamPower, which ultimately benefited all parties to the transaction.

“It was important for us to support the regional power sector through this loan facility. The facility is significant in its contribution to increasing power generation in a region which has an on-going deficit and a clear need for dependable and sustainable power supply,” says Ms Njobe.

Tana 2014 – Africa’s Peace and Security and Illicit Financial Flows

0
Tana Forum

The 3rd Tana Forum to discuss the Impacts of Illicit Financial Flows on Peace and Security in Africa from April 26-27 , 2014, Bahir Dar, ETHIOPIA

The Third Tana High -Level Forum on Security in Africa will take place from April 26th – 27th 2014 in the historical city of Bahir Dar, Ethiopia.

This year’s Forum will focus on Illicit Financial Flows (IFFs) in and out of Africa and their impact on the continent’s security.

The impact of IFFs on Africa’s development is a priority issue for the African Union (AU) and its member states, as evidenced by the establishment of a High-Level Panel (HLP) of eminent persons headed by Former President Thabo Mbeki to address the issue. This year’s Tana Forum seeks to complement this initiative by focusing particularly on the peace and security dimensions.

In addition to this, the Forum will continue to serve as an opportunity for African leaders, policy makers and other stakeholders to learn from other countries’ experiences in understanding the impact, distinct characteristics and strategies for combating Illicit Financial Flows.

The Tana High-Level Forum on Security in Africa is a platform for African leaders, key stakeholders, and pro-active strategists to collaboratively engage in exploring and exchanging ideas on African-led solutions to security challenges. The Forum’s mission is to further open and vigorous debate on the nature and causes of Africa’s pressing security threats and, over time, to cultivate a distinctively African voice on how to understand and meet the chief peace and security challenges facing Africa.

The Maiden Tana High-Level Forum on Security in Africa, under the theme “Managing Diversity and State Fragility” took place from 14-15 April, 2012, in Bahir Dar, Ethiopia.

The agenda of the second annual Forum, held in April 2013, focused on the problem of organized crime in Africa, and had paid tribute to the Forum’s greatest champion, the late Prime Minister of Ethiopia, Meles Zenawi.

The Forum is an independent initiative of the Institute for Peace and Security Studies (IPSS) of Addis Ababa University and of eminent African personalities including the late Prime Minister Meles Zenawi.

Serve with humility – Ghana President Nana Addo Tells Ministers

0

President Nana Addo Dankwa Akufo-Addo Tuesday administered the oath of office to 12 ministers of state, saying theirs was a huge mandate to engineer the transformation of the economy for the betterment of lives and the prosperity of the nation.

The most important of the implications of their office, he said, was the commitment to service.

“You are now high public officials, which means that you are now leaders in the public service. It is a call that must be honoured with honesty, sincerity and humility,” he reminded them.

The ministers are Dr Anthony Akoto Osei, Monitoring and Evaluation; Mr Daniel Botwe, Regional Re-organisation and Development; Mr Samuel Atta Akyea, Works and Housing; Mr Ignatius Baffour-Awuah, Employment and Labour Relations; Mr John Peter Amewu, Lands and Natural Resources, and Ms Otiko Afisa Djaba, Women, Children and Social Protection.

The others are Professor Kwabena Frimpong-Boateng, Environment, Science, Technology and Innovation; Mr Kwaku Ofori Asiamah, Transport; Mr Joe Nana Ghartey, Railways Development, and Mr Kwasi Amoako-Atta, Roads and Highways.

The rest are Mrs Ursula Owusu-Ekuful, Communications, and Mr Joseph Kofi Adda, Sanitation and Water Resources.

Fulfil campaign promises

President Nana Akufo-Addo charged the new ministers to work towards fulfilling the campaign promise of the New Patriotic Party (NPP) to bring about change in the lives of the people.

He said Ghanaians voted for “change in the quality of governance, change in the management of the national economy and change in the national attitude. That is why we are here; that is why they voted for us so overwhelmingly. Together, we shall deliver”.

“The Ghanaian people want a government that will protect the public purse and ensure value for money. We cannot fail and we must not fail,” he charged the ministers.

Work together in genuine co-operation

Swearing in the ministers, President Akufo-Addo explained that the issue of corruption was a major issue in the 2016 elections and said that was why the NPP manifesto before the elections made a comprehensive undertaking to guarantee public accountability.

“We have to be up to our responsibilities and work together in the spirit of genuine co-operation to realise their hopes and aspirations. History demands no less from us,” he said.

He congratulated all the appointees on their appointment and expressed the confidence that they would discharge their responsibilities to justify why Ghanaians voted massively for the NPP.

The President also reminded them of the need for rapid compliance with the requirements of asset declaration.
